Using Pirates: Privateers and Letters of Marque

I think that what he meant is that if the "contract" is written in such a way that "cruel" acts are not allowed to perform within the boundaries of the Republic letter of marque it will be enough.
Otherwise, if someone RPs having a privateer contract with the republic they cant run around doing mass murders and claim its what the republic wanted him to do. Hence folk will suspect that this will be used as another element to simply make the Gr appear evil.

It would be enough to state something about it in the senator RP thread I think.

OOC, this is to provide roleplaying opportunities in order to foster relations with other factions, because that's fun. IC, please allow me to C/P from the Wookieepedia page. I invite you to substitute "One Sith" (or whoever we might be at war with) for "Imperial" and "Galactic Republic" for "Alliance."

Rebel privateers were commissioned with raiding Imperial cargo ships, supply bases and factories as well as similar targets owned by corporations associated with the Empire. Usually, Rebel privateers were to surrender 50% of the supplies and profits to the Rebel Alliance and could do what they pleased with the remaining 50%, which was often chosen to be sold to the Alliance anyway. Captured slaves were to be set free and illegal drugs were to be surrendered to the Alliance for destruction, while captured Imperial personnel were surrendered to the Alliance for interrogation and the like. Typically, a reward was given for captured Imperial personnel in the form of prize money.

Rebel privateers were expected to seize cargoes with minimal bloodshed and were not allowed to attack Rebel or neutral ships or to take civilian hostages. Any such violation of the letter of marque made the privateer fair game for Rebels to hunt. Often Rebel observers were stationed aboard privateers' ships.

Rebel privateers, like Rebel mercenaries had certain privileges. They were allowed to use Rebel safe ports, repair facilities, supplies, and intelligence. They were also typically offered amnesty and pardon if they were former criminals, if promising not to commit crimes again.

If we're going to have to monitor the privateers and have them adhere to certain standards, then we might as well funnel our resources into setting up resistance cells, giving our operatives and Jedi something to do outside of big battles. I don't disagree with the usage of mercenaries as disposable agents for deniable operations, but I don't want them running around with any sort of paper trail that leads back to the Republic. We should use the underworld connections we have now to indirectly set up these things.

I do think this topic makes good material for a Senate thread, so I will set one up to discuss this in-character.

I totally like the idea ooc wise, dont get me wrong. And I hope it leads to great RP regardless of ic decissions. I do , however, see how it may be used against the faction though, some members feel they cant RP sneezing since somewhere on the board someone may use it as an excuse for a plauge that kills off a zillion innocent children and leaving the republic accused of spreading the plauge by purpose, without remorse, through sinister wills of corrupted minds, that are really evil and only follows one persons will, like a dictator, that is a sith lord, or worse, using foul language, slapping everyone that objects, and enjoys eating human flesh... and so on and so forth.

Not saying that is so, but some have that feeling and thus its good to discuss and weather possible concerns.

You get the picture.

Its great that Jack opened this ooc discussion on the side as well but I hope it will be sn ic discussion fore most ;)

I am off to drink pina coladas and swim in the caribean waters so I feel a bit piraty atm though.... arrrgh.. and all that... ;)

I will gladly be your underworld connection. And trust me, Justice Shipping would love the publicity that comes with being under the gun. We thrive off of making people's heads spin and challenging the idea of the typical good guy. One minute we are building an orphanage and building a town dedicated to freed slaves. The next we are shooting pirates and slavers literally in their beds or publicly executing them.

But to all involved look at the big picture IC-ly. A despot seized the army and tried to take control of all corporate assets. Fleet and materials are quickly left/still leaving the Republic leaving it vulnerable to the worst of the galaxy. I am reminded of the words of the world's greatest philosopher, "Who ya gonna call?"

I know that my interests seem Jaded and I will admit they are; I want the Republic to succeed. I want things to work out for them, that is why I have begun to send several contractors, businesses, and other assets to get in contact with Lady Kay as the active admin to help fill the needs and get the Republic to a safer place in every possible way and I will continue to do so. I have given the board of Directors in Justice Shipping Orders to make a thread where they raid and take capital ships to give to the Republic, pro-bono.

Just a different way of looking at things IC-ly; the Republic is in tatters. Economically and leadership wise. Planets are leaving left and right. Unemployment is through the roof, and inflation is enough to make those who are hurting starve. Wouldn't it make sense to begin accepting smuggled and pirated goods?

Bruh, its all cool. OOC-ly I didn't really wanna get involved and IC-ly same thing. But I was asked so I said yes. I mean really, I have eggs in both baskets. I am a member of clan Raxis and Republic is also family to James. Its like when mommy and daddy start fighting as a kid for James.

But ya know, I wouldn't have it any other way. IC consequences are just good RP. :)

As long as the letters of Marquee are writien in a manner to prevent war crimes, I think I'm satisfied. [member="James Justice"] do remember that if you wish to act as "sanctioned" by the republic, that comes with consequences should you go around committing atrocities. I'm not opposed to IC bad behavior, but expect IC punishments for it. Otherwise, enjoy the fights, lads.

OOCly and ICly I am good with the use of Privateers. They are an inexpensive way to make sure that our enemies have to be careful when plotting against us. There are measures that can be put in place to ensure that things that have happened to us in regards to Privateers does not happen again *glances at [member="james justice"]*

1) In the Letter of Marque, we put a proviso that says something to the effect of "Taking a contract from the enemy that does damage to the Republic is grounds for rescindment of the Letter."

2) In the Letter of Marques, we put a stipulation that a percentage of prize won from the enemy is to be returned to the Republic. Then, in the bill supporting the issuance of LoMs we stipulate that this money is to go to forming and supplying resistance cells within enemy territory, possibly with the creation of a "Department of Mercenary Management" to facilitate the transfer of funds.

3) In the bill that supports the issuance of LoMs we stipulate that ships bearing a valid LoM from the Republic get a certain percentage off of refueling and repair services, and off of rearming if they have data showing the use of arms against the enemy.

4) Any privateer with a valid LoM found resorting to "despicable acts" will be subject to having the LoM rescinded and a warrant for their arrest circulated throughout the Republic.

This way, both the Privateers and the Republic benefits from the relationship ICly, and OOCly we help to possibly stave off the downfall of the Republic by having more people RP with us. The name of the Republic ICly is already in the mud, using Privateers wouldn't drag us down further because we are considered the lowest form of life in the Galaxy at the moment.

Also, in regards to members of the established military, ICly, if a ship bearing a valid LoM comes into contact with said established military, it'd be a big bad thing to "blow them out of the sky" as they would be legally considered an irregular member of the military establishment.

That's my...half dollar? I definitely wrote more than 2 cents.
