As I already have a dev thread, this does not really affect me, but I would like to ask a question about it regardless.
A new template was released for the creation of restricted material locations a while ago, which is awesome. But it
also says that you need to do development to establish a mine according to the amount of resources you can mine from it.
"Amount: (the amount will determine whether a dev thread is required. For Codex submitted planets this amount may not exceed what was approved on the original planet submission.)
- Small: Allows for production of unique and semi-unique items only.
- Medium: Requires a dev thread of 10 posts and may be used for production of unique, semi-unique, and limited items.
- Large: Requires a dev thread of 20 posts or more (at Judge’s discretion) and is for production of unique, semi-unique, limited, or minor. "
My question, then, is... isn't this a bit redundant? I can understand having to do development for a new planet when you introduce another flow of a restricted/rare material to the Galaxy. But a mine has to be established on a world that already -has- this restricted material (either through canon or by already doing development). Yet, making this mine does not equate to free restricted materials.
You still gotta do the restricted material objective or do a suitably large dev thread doing the mining, before you can actually -use- the restricted material from your mine in a submission.
I can understand asking development when you add a ton of defenses and the sort, but this seems a touch strange to me personally.
