Bane did not create the rule of two, Revan did

Bane created the Rule of Two. Revan had a vague idea to only train one apprentice so they wouldn't kill each other (or team up to kill the master), which was vaguely mentioned in his holocron that Bane discovered.

The Rule of Two means only two Sith should ever exist, one being the master and the other being the apprentice. That doesn't mean every Sith Lord should only have one apprentice, it means there should only ever be two Sith at a time, never more and never less.
