Galactic Republic Restructure.

And I'd REALLY like to actually hear comments on this.
[member="Damian Starchaser"], I really do like these ideas, especially because a lot of these could tie into the idea of world-building. I think that if senators started doing things like that, or even doing regular things outside of the Senate forum, I would easily make a Senator. It's a whole new world to explore, and from a different type of view than we normally get here.

Military oversight, finance and other Councils worked fine.
All we say is bring them back and extend the powers back to the Senate as they were. There was a whole thread to this that isn't in the archives anymore or cannot be found where it described each council.
Just for clarification, especially for the newer folks like myself, what exactly were the powers of each committee/council?

I also searched for specific committee info, but I didn't find anything either.

I have asked the FAs and FL to locate the deleted or hidden thread from earlier this year that described in detail each Council's responsibility and who led it.

As soon as it's located - I can do that.

Below are the committees that were once in place. Keep in mind that if and when these committees are brought back, they will have to be altered to account for the new restructuring. For example, the Supreme Military Commander currently has a large number of things under his/her sphere of control that was once under the military committee's control. We aren't going to be taking power away from the Supreme Commander, but could figure a way in which the Committee has power as well.

E.g., maybe there is something the Supreme Commander doesn't do that the committee can. Or perhaps the committee has the right to call the Supreme Commander to justify decisions he/she has made? (These are only ideas!).

Let me repeat that, these are the committees that were and can potentially be the backbone for new committees but changes would likely be needed.

Agricultural Committee
Members of this committee are tasked with securing the welfare of the citizens of the Republic, through the distribution of necessities such as food and clothing. Farming and rural placement come under this committee's jurisdiction, with the creation of new settlements on newly colonised worlds throughout Republic space.

Ethics Committee
The members of this committee strive to ensure the well-being of citizens of the Republic. The fight for an end against alien discrimination, aspiring for equal rights given to all species no matter their culture. These members are also quite adept in many over languages other than their own, often serving as ambassadors or journeying to other Republic worlds to settle disputes that may have been formed by the Republic. Maintaining the well-being of the Republic's people is their top priority.

Finance Committee
A group of Senators who, although don't look after the wealth of the Republic and the Senate, but instead advise those who wish to spend it. They have no proper access to the credits, only approve of the reasons for spending.

Judiciary Committee
A group of Senators who handle/organise trials and court dates. These Senators may also act as magistrates or lawyers although tend to not get to involved, preferring to stick to organising and investigating into these matters. These Senators are also commonly asked to sort out problems within the Senate, whether they be verbal squabbles or disputes on a higher level.

Internal Activities Committee
These committee members handle all internal affairs that occur within the realm of the Republic, their influence stretching out to the fair reaches of the Republic territory. It is their job to maintain the Republics democratic demeanor, making sure any internal conflicts stay hidden or are quickly resolved. These members often work quite closely with the Galactic Intelligence Agency.

Loyalist Committee
An advisory Council organised to relieve some stress of those of higher ranking in the Senate. These members of the committee aspire to assisting their Supreme Chancellor, becoming his most loyal advisers and trusted allies after the position filled by the Vice Chancellor. These members also work towards cleansing the corruption and selfish ways of the Senate, promoting loyalty to the whole of the Galactic Republic.

Public Relations Committee
Members of this committee ensure that a minimum of negative reports and statements escape to the ears of the public. The less the public know, the better. These members also ensure that the public image of the Senate and the Republic as a whole, stays clean and pristine. Keeping as much information away from the press also comes under this committees daily duties.

Security Council
These members are charged with the security and safety of all who dwell within the Republic's borders. Among the Securtiy Council's list of powers was the authority to initiate Order 65, a contingency command instructing all units of the Grand Army of the Republic that the Supreme Chancellor had been declared a threat to the Galactic Republic and was to be apprehended or terminated if necessary. As of yet, this command has never had a reason to be initiated.

Trade Council
Members of the Council are charged with overseeing the state of commerce in the Republic. The Council was the priamry body for mediating disputes over the availabiltiy of technology and raw materials, and was forced to decide the best course of action when the regulation of commercial commodities threatened the economical climate of a planet in the Republic.

Military Oversight Committee
Members are concerned with military spending, largely funding for the army which travel into the hands of the Military Representative. The spending is most often required to defend constituent planets. They oversee the Judicial Forces, Coruscants own planetary defense Forces as well as the Grand Army of the Republic. Normally these positions are filled with either experienced army veterans or politicians who have seen more fighting than most.

Penal Oversight Committee
Members are to ensure the security and effectiveness of the Republic's prisons and its captives. The treatment of those in custody are determined by the laws organised by this committee.

That was the oldest one but still works.

Yup. I would not mind seeing these again and wouldn't see why Military Oversight wouldn't encompass such a thing where they worked with the Armed Forces like the Supreme Commander in decisions, however, they decided the fate of whatever it was.

Approval level basically.

I would like to reform the Security Committee as it was. I think that was a positive one and was able to get some good things done as Chairman. I could see Corvus's Senator as Internal Acivities Chair and of course even see you or Faith develop an Intelligence Committee.

Some of my insights may have been false due to a lack of research on my part. I'm that guy who doesn't read :/

Still, I stand by my statement that we should always be striving to do better as a community. Because a community that stops striving will inevitably settle back into mediocrity.

Senators are not active because there is little incentive to keep them active, IMO. Not much in the way of "cool stuff". On a board that I helped run back in the day, we had a fairly active Senate sub-faction because somehow, some way, we made being a Senator, and the voting process, kind of fun. We ran it more like a tabletop game than a prose-based RP, and it worked. The system was simple, and made fun by the scrambling to secure enough votes to pass a motion, as well as how the concept of luck came into it. All in all, it spiced up the dry threads containing endless speeches about tariffs and free trade and whatnot.

I like the idea of a return to committees I even had a Senator character I tried to participate in such things with but nobody wanted to play. So I killed him off but even did it in a manner that could have produced a story arc. Nobody wanted to do that either. And before anyone asks yes I approached Faction Leadership before hand as well as other key players.

Now on to the future, Sure Committees are great. However instead of it being just a bunch of Senators sitting around scheming and what not why not have broader areas. For example before a meeting or even during a meeting of the Military Oversight Committee have a member of the actual military attend to testify or whatever. While yes I realize the Supreme Commander would most likely lead such a committee but let's face it if you want to full story you ask the grunt of fighter pilot who was there. ;)

That way we create opportunity faction wide outside of Invasions and Dominions.

Overall, allow me to say in the end of this and after lengthy discussions and debates with several individuals involved...I believe this is in the right hands and I trust now that the leadership will work this out.

That being said, I appreciate their patience, understanding and cooperation in locating missing threads, discussion and general cooperation regardless of past situations that might have created this situation in the first place.

We all have the best interests for this Faction, to be honest, if you don't like me, then that is your personal preference. I have done, in my opinion, a substantial amount for this faction and feel what I felt left as much a bitter taste as the issue with Incom did with others.

Point being, this was not being dramatic or theatric it was just voicing concerns for when I left and came back and sought out guidance from others and this was a bit of inflamed issue.

Tl;Dr - I apologize if anyone feels this was drama but it was not meant to be as such, it was meant to open concerns and resolve an issue.

I don't have anything further to contribute to this as it has effectively been placed in the right hands for resolution.

Thanks.

I'd also like to see the return of committees, and as we're chatting OOC, I'd like to remove Jack from Trade and Penal and instead see him head up the Ethics committee, since he's senator of a planet full of non-Humans, has non-Humans crewing his ship, wants to open up relations with non-Human planets, and generally has nothing bad to say about non-Humans in general. Any language issues could be solved via an aide who is fluent and not made of metal, or a protocol droid who is.

Ambassador Jack Sparrow. It's got potential.

OK, I think it's fair to say the input is broadly slowing down. So next step is to gather a few good people together and make it happen.

Once more, thanks to everyone for their input.

In the 2 years this faction's been around? We're still working out the Senate kinks. *please stand by* :p

I would say it is less shut up about it and more "this topic again??????????????" Around here we like to beat dead horses when we are bored, or hungry, or tired, or sleepy or........ wait what were we taling about again? :p

Making it happen is all that matters really. We talk plenty (and I mean we ALL do) and sometimes we change things, but unless it makes things better, we need to be sure we're doing the right thing for the right reasons.

I have no horse in the race, but if you look at the Senatorial threads you'll see how active the Senators are. Excluding the two hearings, only two threads posted to since April. Is that because there aren't committees? Perhaps.

So next week, once the Invasion is behind us, we can ask a few members to work out how to capture all of the suggestions outlined above and make them work. Why wouldn't we? The NFUs had a lot of effort put into them and activity spiked. Hopefully it'll be the same for the political arena. But it won't be for lack of input or effort.

If anyone has any new ideas, please don't think the door is shut, just let us know :)

OK, I promised that once the Invasion was over, we'd revisit this topic.

I'd really a few people to review the suggestions here, add in any fun ones of their own and then come back to the IC and OOC leadership teams with their suggestions.

And when I say a few people, it would be great if it were:

[member="Jack Sparrow"]

You've all contributed to the discussion and I'm sure between you, you'll have some awesome ideas. How you organise yourselves is up to you. PM, Skype, whatever (but please be inclusive in whatever medium you choose).

Nothing is on or off the table. Start with committees and see where it takes you :)

And thanks in advance. If you can't participate, please don't worry. If more than one can't, I'll think about adding a name or two.

I am more than happy to assist with this in an OOC fashion. Being a lover of plot, development, and plot development, I'm sure that I can contribute a wealth of ideas towards revitalizing the Senate.

/me scurries back to read through the last few pages

In keeping with what [member="Corvus Raaf"] said I am good with either Skype or PM as I am on skype everyday anyway. Just let me know how you guys want to coordinate and I will offer up what I can.
