For a hyperdrive rating, yes. But that's a rarity and not something widely done.

An extreme rarity, plus the modification in question was highly illegal on a civilian freighter. Military is Class 1. Anything lower than Class 1 requires some severe justification, simply because ships aren't meant to go that fast.

Hence why it's lower than a whole number.

Correct, however you can obtain neither unless through a staff run event and you win the item.

There are limits to what a single person can pilot. If you're in a faction that maximum is 2,000 meters in length.

EDIT: I believe its 2,000, but I could be wrong.
