At least I believe it isn't, unless the main villain intends of accidentally hurting himself haha. What I'd like to point out is that if you actually watch that point in the trailer again, you'll see how the overall lightsaber blade comes out and stays completely solid, whereas the other two sort of eject and fluctuate. Almost like exhaust. Those two side ports are basically functioning like vector nozzle, like on a fighter jet. It's excess energy from inside being ejected to prevent instability.

Seeing as they are re-writing what is movie canon, and separating canon into "legends" and "movie" rather than making one single fluid canon, that very well could be the case. However, lightsabers have never had a design for that sort of exhaust - it doesn't require it.
