Blood had been spilled.
The spark which could ignite the next Great War was struck within the borders of the New Republic. A luxury liner, compliant in every manner, was put to the sword with absolutely no provocation. What had damned the budding democracy was the fact that there were survivors of the devastation - and they ferried news of the attack to their Homeland. When word reached the Confederacy of Independent Systems, outrage ripped through the populous. Having come fresh off the heels of an international intervention, the people demanded that there be a response for the shedding of their own blood. If they could fight for people that were not their own, surely they would avenge their lost brothers and sisters. Before the Confederate Viceroys could even muster a response, it seemed as though the lust for vengeance had been answered.
For within mere days following the loss of Confederate life, word spread that two New Republic vessels had been put to the sword. This Judgment had not been an order from the chain of command - yet had been enacted regardless. As a result, both the Confederacy and New Republic had every reason to raise their blades against one another. Every reason to set fire to their lands until only one remained standing.
It was the plea of the Viceroyalty and the wisdom of the Exarch, [member="Srina Talon"] which saw a temporary stay to the Confederate aggression. An olive branch was extended to the world seemingly responsible for the original destruction - Kuat - in the form of a meeting with her Senator. Through this, an accord was reached that would potentially satisfy the Confederacy's need for answers. The New Republic claimed no responsibility for the destruction of the liner, nor did Kuat. Therefore the southern systems were invited by the Kuati representative in order to conduct their own investigation. All knew that any reports offered by the supposed butcher of Confederate lives would be immediately called into question and doubted, and therefore the chance to discover who was truly to blame was accepted.
In exchange for the clearance to land upon the Republican planet, the Confederacy would stem the bleeding of its active wound. Kuat, once renowned for her Shipyards and industrial might, had been brought to her knees by battle. Her orbital drive yards were shattered. Her economy shuttered. Her people struggled, even to the present. Though the world had become a member state of the New Republic, recovery was slow. Therefore, whilst the Confederacy conducted its investigation, a commitment to extend aid was given. They would begin a reconstructive effort of the fabled drive yards, whilst also extending finite assistance to the citizenry in the capital city's center.
This benevolence could end with the drop of a credit dependent upon what the Confederacy unearths.
They arrived as literal Armada.
A thunderous horde of the Confederate's finest warships reverted into realspace within the Kuati system and Immediately commenced their operation. The southern systems would find the fabled world with sparse defenses at best, and therefore would have minimal resistance in establishing their operational foothold. In a manner similar to the Eshan Exclusion Zone, a cadre of interdictors and early warning systems fell into place in order to form a barricade between Kuat and the New Republic. This blockade was effectively the breathing room the Confederacy would require to commence its operation without the interference of the budding democracy - and would be maintained at all costs.
However, while the threat of decimation backed the blockade, the horde of transport vessels inbound for the surface were under the strictest of orders. Their droids and personnel were not to open fire upon anyone or anything - unless they were fired upon first. Thus, Kuat would find herself subject to three points of contact on the surface. The City Center would act as the hub for humanitarian aide and a forward operating base. The Capitol Building would have its flight and military records seized as to ascertain who was responsible: Kuat or the New Republic. And an irradiated ruin far beyond the capital's borders had received a signal just following the liner's destruction - a team would be dispatched to decipher why. At a glance, the Kuat investigation would be one of the most tense operations in Confederate history, for any stray spark could ignite the powder keg.
And unbeknownst to all, that is exactly what a select few were working towards this entire time.
Kuat City
In the past seven years, since the Kuati Offensive was fought, the formerly successful world has struggled. Their economy was all but destroyed due to the loss of the ring, and the planet itself, still suffers from the impact. Despite the fact that the piece of the orbital shipyard that fell to the surface was considered "small" it still appeared to do massive amounts of damage. This has left Kuat with many uninhabitable areas and a capital city that is only barely managing to feed and support its citizens. Life is hard. It is not the jewel that it once was and crime is on the rise as basic necessities have become scarce.
The meager amount of rebuilding that has taken place is almost exclusively within Kuat City. Some of the wealthier individuals live in, mostly decent structures, but there are still power outages and water shortages to contend with. There is no heavy military presence. The population centers are shielded with defensive measures, designed to keep them safe, but it is not a complete solution while pockets of irradiated land still exist. People still become sick from it, especially those that are poorer, and medication is a pipe dream.
Within the city are many in need. The existing government of Kuat attempts to aid as much as they can, however, they can't give what they don't have. Most of the people of Kuat live in this city, mostly safe, but heavily packed together. This makes sanitary conditions difficult and illness tends to catch like wildfire. For this, they rely on the Republic, as much as they can, or herbal remedies.
Gone are the elegant spires. Gone are the lavish parties, the shops, and fame. Kuat seems to have been hit just as hard as Coruscant during Endgame, only, it still bears the scars.
Kuat Drive Yard
KDY used to be a name that prompted instant notoriety and recognition. It formerly produced some of the galaxies most terrifying vessels, but these days, the orbital shipyard sits quietly and in a state of disrepair. For the past seven years efforts to restore the planet to its former glory have been slow due to a variety of reasons. Be it the radiation on the ground, or, a lack of monetary assets.
Without KDY to support it Kuat is slowly becoming more of a shell. What little areas of the rings that can be used are not enough to make ends meet, and barely, yield anything other than very small projects. It is in need of extensive repairs and any that venture on the rings should be wary of a lack of structural integrity. It is not safe and should be boarded with extreme caution.
The Wastes
Anything outside of Kuat City is more or less referred to as "The Wastes" because most of the areas were destroyed during the Kuati Offensive. There were fires and explosions but the worst of it was the radiation that soaked into the area from the piece of the orbital shipyard that fell. It kills crops, livestock, and eventually the civilians that try to scavenge from the affected areas.There are craters, sinkholes, that were left behind from the ring. These areas are heavily blocked off and even primitive razor wire was applied to the high fences to warn residents away.
Kuat at one point was a very green world. In some areas, it seems to be coming back, but it's still dangerous to travel through. Even in protective gear. It's insane to think that someone could actually be effectively living in these sectors but not entirely impossible. If they knew what areas to avoid, where to hunt, and how to find clean water—There is a chance. So, possible, but highly improbable.
If you find yourself outside of Kuat City you will likely have to walk through decontamination units before reentry. Many things, left from the old world, are prized among current citizens. Technology, raw, untainted materials, and even the occasional memento fetch a hefty price.
Such unpopulated land would be a perfect place for someone very smart and resourceful to hide.
The City Center
This location is still under heavy construction and has been for years. Building recently began anew to give those that caretake Kuat a place to make legislation and hold formal meetings that should not be overheard. Within these walls hold the local militia that are left, records, and the ability for citizens to apply for basic support and aid. It would be more heavily guarded but Kuat typically doesn't have the bodies to spare.
It is also a place for foreign parties to rest their heads. It can be seen that the original idea for the building was grand, but such lofty ideals were far too costly, and a lack of budget is the reason the location is only partially finished. Though the location is within Kuat City it is slightly lower in the ground to protect it from wind, rain, and the occasional electrical storm.
There are heavily fortified office areas and emergency bunkers built beneath the location.
The Mesas
This strange location is a bit of a mystery. It is located not terribly far from the rebuilt Kuat City, however, it seems mostly untouched. At night the remaining pieces of the orbital shipyard can be seen. There was never much flora or fauna in this area but it seems to have survived better than many other locations.
Some of the populace come here for a pilgrimage to remind them of what life used to be like. They can't see the broken part of the ring from here and the radiation is incredibly low. On the less positive side, it is also a place for people to hide, that don't want to be easily found. It's less dangerous to us the Mesas as a hiding place than it is the Wastes but it is not without difficulty.
There are cave structures that can provide shelter but it should be noted that there may be unexpected sinkholes in the area. Don't fall in.
Immediately upon arrival, the Confederate Armada will begin setting up a protective blockade about the Kuat system. Interdictors and our finest warships will form an immediate barricade between Kuat and the Republic - thereby giving our forces time to investigate free of Republic interference. Your role is to see to it that the Republic does not break through. Additionally, your role is to supervise the reconstruction efforts of the droids conducting repairs to the Shipyards. Each fleeter is expected to launch a detachment of droids to the Shipyards to collectively work towards this goal.
As we have been welcomed to Kuat, our aim is not to butcher the citizenry in the ruined streets. Our goal here is to encourage the people to cooperate with our investigation, and as a result, we will be erecting a temporary forward operating base towards the heart of Kuat City. This FOB will not serve as a Garrison for battle (at least not right away) but rather a center for the people to receive much-needed supplies (food, water, shelter, etc.) and compensation (credits) for the disruption to their lives today... Your job is to blare our message over the comms. Make it clear and obvious that you are there to help, and actually begin to do so.
The City Center will be the determining factor of the Confederacy's presence on Kuat. Per the Senator, we are free to conduct our investigation how we see fit, and as such we will be occupying their capitol building in order to access their records. The Senator will likely be present here to keep diplomatic efforts going. We will be searching for all flight data during the hour of the liner's destruction, as well as any signs of Republic tampering or interference with the evidence. Your job is to firstly make use of the capitol building as peacefully and painlessly as possible, followed by launching the investigation outright.
Whilst the other ground teams are in Kuat City, providing aid, and investigating the attacks, another team will have been dispatched to an area known as "The Wastes" to track down the recipient of a transmission that was sent to the surface of Kuat after the ships went down. The CIS believes that if they can find this message they might be able to discover who, or what, is behind these events.
Your Role is to do that which you believe is right. Or, in some cases, what you were paid to believe. You have come this far to set these two nations against one another - see to it that the powder keg ignites.
