Because it was generally seen as a mandatory reassignment for all Jedi Hopefuls who failed to pass their most basic exams and attain a real Master. If you are serving in the AgriCorps without pay, it was probably because you weren't skilled, mature, or diligent enough to earn the rank of Jedi Apprentice.

Also, farming has been shown to have beneficial psychological results, including an increase in empathy. So if you're seen as struggling with the dark side, increasing your empathy for the galaxy around you theoretically strengthens your Light Side connection.

More rehab than punishment

It wasn't really meant as a punishment, or at least I didn't take it that way. If he were expelled from the Order, but not captured, he would likely be driven into the Sith. However, if apprehended, after he was likely tried and punished by the Galactic Republic, assuming he wasn't executed, his assignment to the Agricorp would be to aid in "recovery".
